You are not able to add a technical catalog into a PFCG role. On Fiori Launchpad Designer, you can see the ID of the catalog is like: X-SAP-UI2-ADCAT:SAP_TC_*_BE_APPS:<System Alias>.
In PFCG, if you try to add the catalog SAP_TC_*_BE_APPS, you would get the following message:
Catalog X-SAP-UI2-CATALOGPAGE:SAP_TC_*_BE_APPS does not exist
