2729000 - Publication schedules fail with error "while trying to invoke the method java.util.Locale.toString() of a null object loaded from local variable 'locale'"

• A publication created through the SDK which includes a webi report fails when scheduled with the error "while trying to invoke the method java.util.Locale.toString() of a null object loaded from local variable 'locale'"
• If the publication is re-run through the CMC - it still fails.
• If the publication is created through the CMC, then running it works
