The to be recruited flag on a position is set to "Yes" although an incumbant has been assigned to the positon during the transition period.

Reproducing the Issue
Scenario: - User A is set for a Leave Of Absence on 1st-Feb-2019 from a position with Right To Return.
- There is a transition period of 90 days configured Position Management Settings.
- User B is becomes an incumbant of the same position on 1st-Jan-2019 (During the transition period)
- During this transition period while the positon has both User A and User B as incumbants, To Be Recruited is set to "No"
- When 1st-Feb-2019 is reached, the To Be Recruited flag is set to "Yes"
Resolution
This is expected system behavior. During the transition period you are allowed to have two incumbents in the position. The transition period of a position is applied up until the incumbent leaves the position. So when the incumbent leaves a position the right to return is triggered.
If a new incumbent joins the position after this date the To Be Recruited status will be updated to "No", however if a new incumbent joins the position before the right to return has started they are added to the transition period. The hired status of the position is not updated during the transition period, even after the right to return date is reached.
This means that the record on the position when the right to return is started will not be updated changing the To Be Recruited status to "No".
