2732821 - Rehire Inactive Employee 'Search' does not return all inactive employees

• When searching for an inactive employee in the 'Rehire Inactive Employee' tool, not all employees within that search term is returned.
• For example, if you search on "John", some inactive employees with the name "John" may return, but not all where "John" might be in the first name, last name, or username
• The tool displays complete list of employees and it is not displayed based on Role-based permission access of the person performing rehire action.
