When creating Material in MDG UI with change request, after selecting characteristic value from F4 help for the corresponding characteristic, you find that some characteristic values have description populated, but some don't have. However, when you create a material from backend transaction and assign same characteristic, the descriptions of all characteristic values are populated correctly.
