2737617 - How to set the permissions on a file written by the FileAdapter (e.g. when using a Template File as a target in a flowgraph) - SDI

When you create a new file with the FileAdapter, the permissions are set to a default value (e.g. -rw-r-----), but you want different permissions as the default.  Even though you update the umask setting for the user that is executing the DP Agent service, the file permissions are still set to the same default value.
