2738127 - DB6: SQL0542N error during Upgrade in phase MAIN_NEWBAS/PARCONV_UPG

Symptom

You're upgrading using SUM and encounter the following error on table "/FRE/FRPOO_BUF", MAIN_NEWBAS/PARCONV_UPG phase.

2WETP000 06:16:44: Retcode 1: error in DDL statement for "/FRE/FRPOO_BUF " - repeat
2EETP345 06:16:56: Retcode 1: SQL-error "-542-SQL0542N The column named "LOCFR" cannot be a column
2EETP345 of a primary key or unique key constraint because it can contain null values. SQLSTATE=4
2EETP345 2831" in DDL statement for "/FRE/FRPOO_BUF

The same error is typically seen with the CRMD_PML_ELE table for the MAIL_GUID column.  The same resolution steps outlined below apply.
