2738531 - FAIL: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen()

Symptom

Local sapstartsrv is confirmed to be up and running but does not respond to sapcontrol client calls such as:

sapcontrol -nr $$ -function GetProcessList
sapcontrol -nr $$ -function VersionInfo

The response is:

FAIL: NIECONN_REFUSED (Connection refused), NiRawConnect failed in plugin_fopen()

Operating system command below will show that the hostname "localhost" is not correctly bound to the loopback interface IP as it should but to some other IP that belongs to the host:

server1:sysadm 01> niping -v

FQHN of local computer: server1.com.sap (NiGetOwnFQDN)

Lookup of hostname: server1 (NiHostToAddr) --> IP-Addr.: 10.20.30.40
Lookup of IP-Addr.: 10.20.30.40 (NiAddrToHost) --> Hostname: server1.com.sap

Lookup of hostname: localhost (NiHostToAddr) --> IP-Addr.: 10.20.88.77
Lookup of IP-Addr.: 10.20.88.77 (NiAddrToHost) --> Hostname: server1-bkp
