2738625 - SUM - Update Failing in Phase MAIN_NEWBAS/STARTSAP_TBUPG, StartWait FAIL: Timeout

When you update/upgrade with SUM, at phase MAIN_NEWBAS/STARTSAP_TBUPG, you find errors in SAPup.ECO similar as below:

The process can be different, like the gateway process is grey in SUM getprocesslist result.

And then when you manually execute sapcontrol command "EXECUTING <instance directory>\exe\sapcontrol.exe -prot PIPE -host <hostname> -nr <instance number> -function GetProcessList", you can successfully receive result "disp+work.EXE, Dispatcher, GREEN, Running, 2018 12 31 01:46:17, 5:25:31, XXXX"
