Is it possible to change the text that appears above the link to attach the resume when you're attaching the resume to the Candidate Profile?

Yes, it is possible to update this information. That message can be updated via Manage Languages. To know how you can update it via Manage Languages, please, check this KBA: 2576546 - Working with Manage Language Feature - Platform

IMPORTANT: These texts show up twice: when you're updating your Candidate Profile in Careers tab, and when you're applying to a job. These two have two different keys. To check which of these keys is the one that needs to be updated, change the language to English Debug and it will be possible to see which is the tag in question.

Also, there is a key for "The first step in creating your profile is to upload your resume. We'll automatically organize it to make it searchable by our recruiters and maximize your chance of finding a match.", and there is another key for "Accepted File types: DOCX, PDF, Image and Text". This applies for both when the user is adding the resume to Candidate Profile and when the candidate is adding the resume when they're applying to a job.
