Symptom

Starting BI application and connecting to ASE fails with:

33007 SAP BusinessObjects BI platform CMS: Unable to connect to the CMS system database "BD1DB". Reason: ct_connect(): protocol specific layer: internal Client Library error: There is a tds login error. The installed encryption handler returned a status that was not CS_SUCCEED.
