2741313 - SSCUI configuration changes to separate transports

It is required to save the configuration changes made in SSCUI-s to separate transports / change projects without releasing any project to the P-system.

It is not possible to have several parallel transport requests/change projects active at the same time, as the complete dependency matrix for all objects was not yet developed. Therefore, it  cannot be estimated, if a single transport would reach the P-system without disruption of the productive usage.

It is currently not possible to have different transports/change projects during the same sprint. The configuration changes can only be saved to the sole active change project/transport.

If it is unavoidable to split the configurations to different change projects  first release the changes to the P-system and afterwards create a new project for the rest.
