2742231 - Unable to access PI Integration Builder tools due to com.sap.xi.ib.resources

Symptom

You have a Process Integration (PI) or Process Orchestration (PO) system where the Integration Builder tools are not accessable
This issue can have several different visible symptoms as com.sap.xi.ib.resources service has dependent applications which also cannot start up until it has fully started
Similar situations may occur for other apps e.g. sap.com/com.sap.aii.af.app
In the defaultTrace files you will find entries like below:
