Is it possible to attach a file to an external job posting / job requisition details?

Currently, this is not supported, but an Enhancement Request may be raised to suggest the same.

Potential Workaround: you can try to use HTML on the posting text pointing to a URL where a file is hosted in the instance (see KBA 2157471 - Hosting files in SuccessFactors)
