2743971 - DMO SUM error: The process cannot access the file because it is being used by another process.

Symptom 1:

• You are running a Software Update Manager (SUM) with Data Migration Option (DMO)
• You run into an error during the phase EU_CLONE_MIG_DT_RUN:

Last error code set:
Cannot remove 'E:\SUM\SUM\abap\log\R3LDCALLRUN.814': The process cannot access the file because it is being used by another process.

• Repeating the phase without adjusting the processes set in INITSUBST results in the same error

Symptom 2:

• You run into an error during the phase NTACT_ALTNT:

could not access file as supposed (see dev_tp or SLOG752 for more details)
