2744231 - PY-GB: An Electronic P60 can only be sent in Live runs

Symptom

The report "RPCP60G0" is executed in test mode, and on the Log Display screen, only the option "Display Electronic P60" appears, while the "Generate Electronic P60 (Email/ESS)" option does not appear.
