2745405 - Change Control Management and local transport creation: Add back RFC user authorizations

In your development system, you don't have the authorization to use some functionalities with the back RFC user standard role:

• For upon-saving transport-related checks:
  Displaying check results with change document information including change document ID, description and URL.
  
  
• For local creation of transport requests:
  Displaying, assigning and saving change documents, editing text logs for change documents.

SAP Solution Manager 7.2 as of SP05 (for upon-saving transport-related checks) and SP06 (for local transport request creation)
