2745954 - Locked User Becomes Unlocked After Replicating an Employee from CRM with USER_ACCTS_INACTIVE_IND Set to True

Symptom

An Employee is replicated to C4C from CRM where the USER_ACCTS_INACTIVE_IND is set to True.
Once the Employee is processed in C4C the User associated with that Employee becomes unlocked by default.
