2746693 - "Assigned Templates" "The table does not contain any data" in Setup Monitoring

Cannot assign template for a Database in step 6 "Setup Monitoring" of the System Monitoring configuration. When attempting to assign templates,

there are no templates to select. The only data displayed is "the table does not contain any data".
