Login to an external site.

 https://xxxxxx-stage.plateau.com/learning/user/portal.do?siteID=External%20Test&landingPage=login

The user's role has missing workflow/permission.

System Admin>Security>Role Management

Search for the role then edit.

Go to workflows tab then Learning.

Make sure the Access Home is added.
