2. Date Patterns
3. Select another Date Format
4. Apply Changes
5. Error - Please report the following error to your system administrator: 13

These steps should populate the last update user column values for the locale and then after that you should be able to change the default values:

1. Go to Locales
2. Date Patterns
3. Click on Apply Changes button without modifying anything.

4. Try now to select a different date or time pattern of your choice and apply changes.
