2751810 - Error /SAPAPO/MSDP_REL130 when transfer planned independent requirements

Symptom

Create time stream manually in transaction /SAPAPO/CALENDAR, and set periods like this:
From Date/Time: 01.08.2019 00:00:00
End Date/Time: 31.08.2019 24:00:00

Then create PIR in MD61 with DAY period, for example:13.08.2019, assign quantity in working day and save.
Error queue stuck in APO's smq2 with following error:
Message no: /SAPAPO/MSDP_REL130
Mesaage text: According to time stream &3,period &1 to &2 does not contain any workdays
