2753388 - The dispatcher fails to start due to error=1450 or error=1455

Symptom

Dispatcher fails to start. In the trace file "dev_disp", there is the following error.

*** ERROR => <EsNT> CreateFileMapping name=Global\ES_SEG_00_003 ,size=4096 MB, error=1450 [esnti.c    1190]

or

*** ERROR => <EsNT> CreateFileMapping name=Global\ES_SEG_62_005 ,size=2044 MB, error=1455 [esnti.c 1278]

And later:

*** Error 11 while initializing OS dependent part.
*** ERROR => DpEmInit: EmInit failed (1) [dpInit.c     1690]
*** ERROR => DpMemInit: DpEmInit (-1) [dpInit.c     1554]
*** DP_FATAL_ERROR => DpSapEnvInit: DpMemInit
*** DISPATCHER EMERGENCY SHUTDOWN ***
