Symptom
- Few operators can see/edit some fields in a multi-stage environment.
- Some field are not visible to operator when candidate is placed in certain status in the pipeline.

Reproducing the Issue
- Open a specific Job Requisition, open the candidate tab.
- Open a candidate application
- Check that for this particular status, this operator role can see/edit a specific field which it's not configured in the fields-permissions within the Job Requisition for this role.
Cause
The field-permissions for multi-stage is configured also in the Application template and this is given permissions for some operators which is not what was configured in the Job Requisition.
Resolution
When the multi-stage application settings is enabled in Provisioning, it is required to move all field permissions for Recruiting operator roles to the Job Requisition template, except for "id", "resume", "coverLetter", "statusId", and "comments" fields.

NOTE: The "statusId", "resume", "coverLetter", and application "comments" fields must remain defined in the Application XML field-permission elements when multi-stage application functionality is enabled.
