2754575 - SIA fails to start after running ./startservers. No logs are generated.

• When running ./startservers, it can be seen that the Server Intelligence Agent (SIA) does not start.
• No logging is output into the logging directory
• The Central Management Server (CMS) can be started in console mode
• Strace (run like strace -o strace.txt -v -s 1024 -f -F ./startservers) shows the following output:
