2755234 - Couldn't load SAPSECULIB, first temporary license cannot be created by installer

Symptom

During system provisioning using SAP Software Provisioning Manager (SWPM - SAP Note: 1680045) - for example installing a Primary Application Server (PAS) as part of SAP system copy > Target system installation - the SWPM cannot continue and below errors appear in sapinst_dev.log:

  • Creating a license signature failed. DETAILS: 543 wlikey_sign_for_installer: Couldn't load SAPSECULIB ("X:\usr\sap\\D00\exe\sapcrypto.dll") using function SsfSupInitEx (), rc = 10 (no library).
  • Process call '<path\to>\saplikey pf=<path\to>\SYS\profile\<SID>_<INSTANCE>_<host> -install_first_temp <HW-key> XXXXXX' exits with error code 2. For details see log file(s) saplikey.log, dev_slic.

The above is for Windows, but the error is similar on UNIX based systems as well.
