2756563 - startup database fails with error CRS-2317 CRS-2316 in alert log

Symptom

startup database fails and the alert log shows following errors:

[unknown process(27172)]CRS-2317:Cannot get local GPnP security keys (wallet).

[unknown process(27172)]CRS-2316:Cannot initialize GPnP, CLSGPNP_ERR (Generic GPnP error).
NOTE: remote asm mode is local (mode 0x1; from cluster type)

ORA-07445: exception encountered: core dump [clsp_addToPath()+865] [SIGSEGV] [ADDR:] [PC:] [Address not mapped to object]

ORA-29701: unable to connect to Cluster Synchronization Service
