Symptom
Value on Ind Percent (performancePercent) doesn't match the default value of the Ind Guideline(totalIndividualGuideline) even though both the fields use the same percent number format.

Reproducing the Issue
Configure the fields Ind Percent and Ind Guideline to have the same percent number format and launch worksheets. Notice the mismatch between Ind Percent and Ind Guideline or Ind Percent rounds up/down.
Cause
The issue is because for the field of "Ind Percent", it's number format definition is defPercentFormat(##.0). which means the one digit decimal is used for this field. In this form, "Ind Guideline" is 8.7%, 8.7% is considered as 0.087. By default, the Ind Percent will be equal to the "Ind Guideline". Since the one digit decimal is defined for "Ind Percent" field, then 0.087 is rounded up to 0.10.
Resolution
The solution is defining a new number format which keeps 3 decimals(##.000) and assign to both Ind Percent field and Ind Guideline. If your guideline has two decimal values, set the number format to have 4 decimals.
