You have created a Key Figure that is supposed to convert created product dependent unit conversion, i.e. conversions that you have maintained on a product level, such as EACH to PALLET.
However, you noticed that some Conversion that are not product dependent Unit are working, but the dependent Unit conversion is not working at all, even thought your formula is correct.

SAP Business ByDesign
Cause
In Business ByDesign reporting product dependent unit conversion is currently not allowed. Only general conversions can be applied, such as grams to kilograms etc.
Resolution
This is the expected system standard behavior.
Currently reporting product dependent unit conversion is currently not allowed in Business ByDesign, instead an use general conversions.
