2757073 - After S/4HANA 1809+ upgrade, error opening app: App could not be opened because the SAP UI5 component of the application could not be loaded.

Symptom

After upgrading to S/4HANA 1809 or later release or new install of the same, when opening a UI5 app, the user gets error similar to "App could not be opened because the SAP UI5 component of the application could not be loaded." and the following errors display in the browser console log:

  • Failed to load UI5 component for navigation intent #PurchaseRequisition-create - found in negative cache: 'sap/se/mi/plm/lib/attachmentservice/library.js' from <unknown>/sap/se/mi/plm/lib/attachmentservice/library: failed to load 'sap/s4h/cfnd/featuretoggle/library.js' from /sap/bc/ui5_ui5/sap/featuretoggles1/~token~/library.js: 403

  • Error: found in negative cache: 'sap/se/mi/plm/lib/attachmentservice/library.js' from <unknown>/sap/se/mi/plm/lib/attachmentservice/library: failed to load 'sap/s4h/cfnd/featuretoggle/library.js' from /sap/bc/ui5_ui5/sap/featuretoggles1/~token~/library.js: 403

  • Caused by: Error: failed to load 'sap/s4h/cfnd/featuretoggle/library.js' from /sap/bc/ui5_ui5/sap/featuretoggles1/~token~/library.js: 403

*Note that the intent and token highlighted above in blue will vary depending on which app was opened. This has been observed with multiple apps, including Create Purchase Requisition and Sales Order Fulfillment.
