2757160 - Multiplex server error Error -1777: Database connection limit exceeded -- SAP IQ

Symptom

When MPX recovery is in progress, connection number counting logic which is related to license is not maintained properly.
These counters are incorrectly computed for suspended/resumed connections. This resulted into one of the below symptoms,

   - Abort in Database::dec_licensed_client_connections
   - Abort in Database::~Database
   - Reported "database connection limit exceeded" error

           Failed to set max_plans_cached Msg 12363, Level 21,
            State 0: SQL Anywhere Error -1777: Database connection limit exceeded
            ...
