2757743 - IQ server abort at s_blockmap::DestroyAllMappedPages when the server runs out of temporary buffer pool

During peak processing times SQL transactions start to fail with s_nobuffersexception errors because of lack of Temp cache.
This can lead to the IQ process crashing with an abort from s_blockmap.cxx:5051 “Failure on privileged blockmap” and stacktrace.
