2761021 - Logon to Central Management Server fails from BI Platform Support Tool and gives error "The connection to name server port 6400 was successful however the connection to request port failed"

Symptom

Logon to Central Management Server system fails from BI Platform Support Tool 2.x and gives error "The connection to name server port 6400 was successful however the connection to request port failed"
It was confirmed that there is no firewall blocking the port and request port and the host is resolvable
Tracing the BI Platform Support Tool revealed the following exception:
