2767029 - Analytics / ORD / Legacy Report distributor does not respect custom visibility of themes.

The Analytics / ORD Admin and Report Distributor pages in Analytics / ORD / Report - Center do not respect custom (visibility) of themes.

SAP SuccessFactors HCM Suite

1. Create a theme 'default_theme' and set it as the default theme
2. Create another theme called 'custom_theme'
3. Assign 'custom_theme' to a certain group of internal employees

4. Access the instance as one of the employees (User_A) who is supposed to see custom_theme
   
   All the pages except the ones under analytics display custom_theme
   And the Analytics pages seem to display components from default_theme

Expected behaviour - working as designed

ORD / Analytics will always use the default theme configured under Theme manager.
Custom visibility set (if any) will be ignored in the Analytics pages.
This is expected behaviour
