2768116 - User Personal Information report translation

When an admin runs the User Personal Information report with a locale preference, some fields are not translated.

Run the admin version of the User Personal Information Report (reportID=463) and note some fields for users are not translated.

This admin report was derived from the User Information report (which was available to users only) and was provided in 1711 as an admin report acquiescing to a particular GDPR requirement where the report fields are translated with respect to the user's preference not the admin's running the report with the exception of just the report title which adheres to the admin's preference.

As this report works in this scenario by design, If similar data is looking to be run as report by admins, they should look into using the "Account Data" report or base a custom report from the Account Data report.
