Symptom
Global Assignment will generate a new User ID. We tried to import work permit using the old User ID and the new User ID. The upload is successful however, the work permit, regardless of the User ID, can be seen in both assignments.

Reproducing the Issue
- Add global assignment for an employee. This will generate a new User ID.
- Add manually/via imports, the work permit information using the old User ID and the new User ID.
- The work permit details, regardless of the User ID, can be seen in both home and host assignments.
Resolution
- This is expected behavior and by design. Behavior is same for concurrent employment.
- Workpermit information is shared across multiple employment.
