The Welcome Letter notification sent to the new hire from Onboarding is using the token {EmployeeLogin} but when the new hire receives his credentials he's not getting his employeeID but another id. (For example he receives JCode4412 rather than 10060796). When the exact same notification is manually resend for the employeelogin token displays the employeeid correctly.

Reproducing the Issue
- Complete the PHV Step for a candidate and check the Welcome Letter notification the the new hire receives.
- The EmployeeLogin will not be accurate.
Cause
There is delay between the creation of the temp ID and its replacement with the Pre-Day1 ID.
Resolution
Use employee name instead of employee login in the email or setup the notification so that it is sent later (on completion of NES Step, for example).
