Trace log would show if Router step is sending exception when decision criteria doesn't meet.

Error could be due to either of below:

• If userId value is not being passed in the payload.
• If payload has incorrect Tag used ( correct one is userId). Note that standard payload tag is case sensitive.

Here, you wouls see that tag has incorrect name userID

If Integration Center is the source of data for this standard content then you should modify the "XML element name" under "Configure Fields" tab as this tag name should match with CPI tag i.e. userId
