Symptom
- Searches are not returning the expected users
- Can the displayed users (managers, peers, & direct reports) be changed/disabled?
- Can inactive, concurrent, and Global Assignment employees be included in the search?
- Not only names, but also positions of managers, peers, and direct reports are visible within the Goal Plan User Search.

Resolution
The Goal Plan search component has been enhanced in the b1902 release:
- Now, not only names but also positions of managers, peers, and direct reports are displayed by the Goal Plan User Search.
- Type in the combo box to search for other users.
- The Goal Plan search now respects both goal plan access permission and user search permissions. Previously the system only applied Goal Plan Access permissions.
- Inactive users can be included by selecting the Include inactive users in search checkbox.
- If global assignment and concurrent employee users are enabled at company level in an instance, those users can also be included in the search.
- There will be no Matrix managers/reporters in the hierarchy, but will have Peers instead.
Note: To hide peers, enable Hide Peers through Admin Center > Company Settings > Platform Feature Settings and save the changes.
- Goal Search
- User Search permissions control who will be returned in a search. (See how the User Search permission works via KB article 2768125)
- Goal Plan Access permissions control which goal plan can be seen. (See how the Goal Plan permission works via KB article 2766340)
- Organization Chart Navigation permission controls whether the hierarchy tabs will display i.e. Manager, Direct Reports, Peers.
- Example Scenario:
- UserA has User Search pernission with a target population of "Everyone" and Goal Plan Access Permission with a target population of "everyone in self".
- Using the Goal Plan User Search, UserA searches for UserX. Since UserX falls within the User Search target population UserX appears in the search results.
- UserA clicks on UserX in the search results, but since UserX is not in the target population for Goal Plan Access, UserA gets a message "You do not have permission to access this user's goal plan!"
- Inactive Users
- Checking the Include Inactive Users in Search checkbox will return results for inactive users, this will also include global assignment and concurrent employee users.
Note: To hide the Include Inactive Users in Search checkbox, disable the Include Inactive Employees in Search permission through Admin Center > Manage Permission Roles > Permission > Administrator Permissions > Manage Users.
