2774422 - Mess code when importing data via App Import Financial Plan Data

Symptom

You are trying to import plan data into SAP S/4HANA Cloud Public Edition system using App Import Financial Plan Data. You have charactors in other language than English (for example, Chinese, Japanese, Korean or other languages not in ISO-8859-1 character set). After you import the csv. template, you find the charactors become mess codes.
