Symptom

My inbox shows error:
'could not display data -> contact your system administrator' with userid ...

Backend error log not shows anything with the affected user, but frontend error log shows these:

Vocabulary Annotation file 'PLMI_CHANGE_RECORD_M_ANNO_MDL_01' version '0001' not found on SAP GW Server (Note 1797736) - message no.: /IWFND/MED220
