2775555 - Submitted data has older timestamp X than existing data

Symptom

When trying to upload data into Integrated Business Planning (IBP) or Sales and Operations Planning (S&OP) via CI-DS or manually via Data Integration, you get following error message:

Submitted data has older timestamp <datetime in UTC> than what is already available in the system <datetime in UTC>.

In IBP 1902, the message is Submitted data has older timestamp <datetime in UTC> than existing data.
