2778037 - Manage Mass Changes Provides Permissions to Change Fields Users Do not Have Access to

A HR user was given Permission to Manage Mass changes tool and now is able to make changes to fields they are not permissioned to Edit or view.

Manage Mass Changes tool works off of the same logic as the Import Framework.

If you have permission to carry out job information imports, the individuals field level permissions are not respected.  This is also the case with the Manage Mass changes feature. Field level permissions are ignored.

As this is an Admin Feature with the ability to alter data, it should only be permissioned to a user with full access.
