2778643 - Unable to load Designer - SAP Data Services 14.2.11.2066

Symptom

SAP Data Services Designer does not open, there are no error messages displayed and there are no application crashes in system event viewer.

In <BIP_INSTALL_DIR>/InstallData/logs/<DATEandTIME>/setupengine.log the below error is seen:
