• Goal plan state is not available to change
• User has permission to change goal plan state
• User cannot change goal plan state when logged in directly
• Can change goal plan state when proxy in as user

SAP SuccessFactors Goal Management

1. Log directly in using username and password.
2. Navigate to Goal Module.
3. Note user is not able to change goal plan state. User has permission to perform this action in the xml.

4. Log in as support user
5. proxy in as same user
6. Navigate to Goal Module
7. Note user can now change goal plan state

• The issue in this scenario is caused because the the user is set to English UK.  
• In the goal plan xml, the label for the Unapproved goal plan state has not been defined for English UK.
• The proxy user has a default language of English US.
• In the goal plan xml, the label for the Unapproved goal plan state has been defined for English US.

1. Change the language of the user to a language that has a defined action-label.
2. Add an appropriate action-label for the goal plan state for the user's language.
3. This change requires support to make an SCR change. Please review 2250190 to review the SCR process.
