This article explains how the Country field from More Options section in Job Search component works.

The Country field is populated automatically according to countries from all jobs posted on the RMK site.
It is not possible to edit the values from this field.

Note that all translated country values will show in the list if the option "Show Picklist Value for all Locales" is enabled (see KBA 2787375 - Picklists in RMK site are showing all the translation as options - Recruiting Marketing)

If the option is not selected, then the drop down will only show the country name based on the locale selected in the locale selector. However, the search will still return all jobs with the matching location information and not just the jobs with the corresponding location and locale.
As an example, if the site has a total of 20 jobs with a location of Germany but 10 of these are posted in the de_DE locale, and 10 in the en_US locale, then the picklist search by country with the search term of "Germany" will return 20 jobs.
