2782451 - Crystal Reports and .NET application crashes unexpectedly on MS Windows 10 build 1809 in ucrtbase.dll

• Crystal Reports crash in various workflows.
  
  
• .NET application using Crystal Reports crash on MS Windows 10.
    
• There are no log files to report the crash in the folder:
   C:\Program Files (x86)\SAP BusinessObjects\SAP BusinessObjects Enterprise XI 4.0\logging
     
• After upgrading to MS Window 10 version 1809, Crystal Reports, and third party applications using Crystal Reports for Visual Studio .NET ,crash, and generates an error in: C:\windows\System32\ucrtbase.dll
               
• In the Microsoft Event Viewer, it shows the following error:
