Go to People Profile > Skills Portlet > Add Skills, Skills are duplicated, but no Family, Category or Group to indicate which Skill to select

Library, Category or Group can be found in Manage Job Profile Content > Skills

Once a Skill is mapped to a Role, it will automatically display the Skill in their Skills portlet.
