2786815 - SAP AS JAVA or portal is inaccessible with error “This page isn't working” or “This page can't be displayed”

Symptom

When accessing /nwa or /irj/portal it returns error "This page isn't working" or "This page can't be displayed" as seen below :

While checking from SAP MMC or JSmon it is showing “All Processes running”.

Also, below message can be seen in dev_icm (/usr/sap/<SID>/<instance>/work)

*** ERROR => IcmServInitServiceSSL: Failure during initialization of referenced SSL configuration 'ꐰЂ翠'! SSL is not available for port '5<xx>01' [icxxserv.c   380]
