2787610 - process igswd_mt IGS Watchdog not running: SUM upgrade error

SUM upgrade of NetWeaver Java fails in step Restart System for Java-Only. The Java server is actually running as can be determined by JSMon or login to the system for example.

SUM Trouble Ticket contains:

An error occured during the execution of Restart System for Java-Only of action execute.
Service com.sap.sdt.j2ee.services.servicesimpl.EngineControllerService failed with the following message:

Could not check status of SAP instance with number xx.

For more information, see the log file /usr/sap/SUM/<sid>/SUM/sdt/log/SUM/RESTART-SYSTEM-JAVAONLY_xx.LOG.

RESTART-SYSTEM-JAVAONLY_xx.LOG contains:

[Error ]: The following problem has occurred during step execution: com.sap.sdt.util.diag.DiagException: Could not check status of SAP instance with number xx.
Could not check if the instance number xx on host <host> is started.
Sapcontrol client could not perform action wait for started on instance xx
Return code condition success evaluated to false for process sapcontrol for action wait for started.

SAPCONTROL_WAITFORSTARTED_xx_xx.OUT contains:

WaitforStarted
FAIL: process igswd_mt IGS Watchdog not running
